Reduction of Unsecured Carry-On Baggages

The project aims to address the recurring high risk finding of IFSTD through the reduction of unsecured carry-on baggage (COBs). Initial data gathered through survey identified probable causes why crew encountered difficulty with passenger compliance: numerous and/or oversized COBs, air traffic, crew resource management issues among others. These identified probable causes were subjected under “Day in the Life Of” (DILO) to eliminate subjectivity of the survey responses and prove their significance. After validation of the probable causes, the Pareto Principle was followed. Through root cause analysis, the presence of numerous and oversized carry-on baggage (X) was identified as the primary root cause for unsecured COBs (Y) in the cabin prior to take-off. The project team used CEB hub for pilot study with the following measures: personnel shift briefing reminders, baggage sizers, baggage interception. The Seagate formula was utilized in establishing a feasible target or goal improvement of 68% reduction from the median (Y). Improvement results obtained a remarkable 87% reduction from the median, with improved process capability (CPK value of 0.33 from -0.46). The effectiveness of the implemented controls shall be monthly monitored through a U-Chart.
